Analysis of HB 4441 House Bill 4441 (PDF)
The Michigan House of Representatives recently passed HB 4441, the recommended budget for higher education in 2009-10. The bill sustains the governors recommended 3 percent cut to appropriations, but restores the Michigan Agricultural Experiment Station and Michigan Cooperative Extension Service from a 50 percent reduction to a 3 percent reduction. Additionally, the bill proposes offsetting permanent reductions in appropriations with one-time stimulus proceeds.

Article released by the Citizens Research Council of Michigan, discussing the two distinct fiscal challenges facing the state, the state’s structural deficit, as well as the impact of the economic downturn on the state budget.

Citing national economic issues, Governor Granholm indicated that state revenues would be impacted significantly resulting in a need for cuts between $300 million and $600 million for the 2008-09 budget year.

After receiving lower than expected appropriations from the state for 2008-09, MSU is increasing tuition and fees effective Spring Semester 2009 by 1.2 percent. There will be no additional cost to students for spring semester due to a 1.2 percent tuition offset MSU will provide on bills.
